Abstract:Promoting synergy innovation support system of technological talents is an important way to improve the capability of industrial innovation and promote the healthy development of industry. This paper built the conceptualization model of synergy innovation support system of technological talents which includes government, industry association and enterprise itself. We used the investigation data that collected from rare earth industry of Gannan Soviet Area to test and modify the model. The results indicated that: The component of synergy innovation support system of technological talents includes policies and laws, government actions, industrial practices, industry code of conduct, and enterprise behaviors. The government’s behaviors play a more important role than other factors. We found that among the government support system, the front rank factors are financing service, research and development fund, treatment of talent, personnel evaluation, protection of intellectual property and talent system. The key factors of industry association support system are talent aggregation and maintenance, popularization and application of results, and the mechanism of coordination, rights protection and self-regulation. The significant parts of enterprise support system are training and development, construction of synergy innovation culture, performance appraisal, information-shared platform and knowledge sharing activities.
