资源型县域绿色矿业评价研究—以河南嵩县为例

Study on Evaluation System of Green Mining Industry in Resource-based County—taking Songxian County in Henan Province as an example

摘要:

绿色矿业是我国矿业发展的必由之路,其本质是环境、经济与社会协调发展。资源型县域作为我国矿业发展的基础,目前面临资源耗竭、资金缺乏、环境污染严重、经济发展缓慢等问题。绿色矿业是资源型县域可持续发展的必然选择,对其进行评价是探寻绿色矿业之路的指南方向。从可持续发展的视角出发,在总结前人研究成果的基础上,本文总结归纳了资源型县域的绿色矿业综合评价指标体系。并运用AHP-EM-TOPSIS集成评价方法对我国河南嵩县2006-2011年绿色矿业建设情况进行了综合评价。评价结果表明,当前嵩县的绿色矿业仍处于中等水平,还有较大的发展空间,应当充分发挥资源优势,将其转化为经济优势完善绿色矿业体系,实现资源、环境、经济和社会的协调发展。

Abstract:

Green mining industry is the leading way to the sustainable development of Chinese mining industry, which is the coordinated development of environment, economy and society. As the basis of mining industry, resource-based counties face many problems such as resource exhaustion, capital shortage, severe pollution and slowing economy. Green mining industry is the best way for resource-based county realizing sustainable development, the evaluation for which can help to find a better way to green mining industry. From the prospective of sustainable development, and based on previous research, this paper establishes the evaluation system of green mining industry for the resource-based county. And then it employs the integrated evaluating method of AHP-EM-TOPSIS to assess the situation of green mining industry in Songxian Country from 2006 to 2011. The result shows that, the green mining industry in Songxian Country went up steadily on the whole, despite some tiny ups and downs during this period. The resource-based county should take advantage of the abundant resources, and push the development with it, leading to the development of green mining industry and the coordination of resources, environment economy and society
