本文采用改进的SBM-DEA四阶段方法,在同时考虑松弛量影响和控制环境因素影响的基础上,实证评估了我国29省份2006-2012年7年的工业企业绿色创新效率。同时,对山西省的评估结果进行了分析。结果发现:虽然山西省工业企业绿色创新效率不高,但山西创新环境的改善速度高于全国和中部地区的平均水平,而经济发展的稳步上升、地方政府对环境保护的支持力度的大幅增强、产业结构的改善、能源资源开发速度的降低是山西省创新环境改善的根本原因;煤炭行业的发展与产业结构的优化存在负相关关系。

In order to consider the influence of exogenous environmental variables and the slack variables, this paper use the correctional four-stage DEA method issued from the combination of traditional four-stage DEA method and Slack-Based Measure (SBM) model to measure the green innovation efficiency of industrial enterprises in 29 provinces of China from year 2006 to 2012 The results of Shanxi province are analyzed emphatically. The results show that Shanxi’s green innovation efficiency is not high, but the innovation environment of Shanxi are improved visibly, which makes the innovation efficiency gradually increase in the 7 years. The results also show that there is a negative correlation between the development of coal industry and the optimization of industry structure.
