[摘要]
根据三螺旋模型的基本框架、产学研理论和系统动力学构建I-U-G-R-U多螺旋协同创新模型,其次基于该模型内嵌两阶段链DEA模型和多重螺旋协同创新评价指标体系,并以皖江城市带为例,进行科技创新能力评价的实证分析。实证结果为:I-U-G-R-U多螺旋协同创新模型的测度结果较好;皖江城市带存在显著的科技梯度现象,科技创新没能实现承续性以及存在各要素投入存在不合理等现象。从区域内科技创新来看,皖江城市带内部科技创新效率差异大;从分阶段科技创新来看,皖江城市带将科技创新成果转化为经济产出的效率明显高于将科技创新所需资源利用并转化为科技创新成果的效率。

According to the basic framework of triple helix model, study theory and system dynamics to build the I - U - G - R - U spiral collaborative innovation model, then based on this model embedded two-stage chain DEA model and multiple spiral collaborative innovation evaluation index system, in the case of wan jiang city belt, an empirical analysis of the technological innovation ability evaluation.The results as follows: I - U - G - R - U more spiral collaborative innovation model of measure result is better;A significant role in wan jiang city belt gradient phenomenon of science and technology, science and technology innovation can"t bear the sex and each factor inputs such as unreasonable phenomenon.From the point of region science and technology innovation, wan jiang city belt inside large difference of science and technology innovation efficiency;From the point of scientific and technological innovation in stages, wan jiang city belt the transformation of scientific and technological innovation for the efficiency of economic output was obviously higher than that of the resources required to use science and technology innovation and translated into the efficiency of scientific and technological innovation achievement.
