Abstract:According to the basic framework of triple helix model, study theory and system dynamics to build the I - U - G - R - U spiral collaborative innovation model, then based on this model embedded two-stage chain DEA model and multiple spiral collaborative innovation evaluation index system, in the case of wan jiang city belt, an empirical analysis of the technological innovation ability evaluation.The results as follows: I - U - G - R - U more spiral collaborative innovation model of measure result is better;A significant role in wan jiang city belt gradient phenomenon of science and technology, science and technology innovation can"t bear the sex and each factor inputs such as unreasonable phenomenon.From the point of region science and technology innovation, wan jiang city belt inside large difference of science and technology innovation efficiency;From the point of scientific and technological innovation in stages, wan jiang city belt the transformation of scientific and technological innovation for the efficiency of economic output was obviously higher than that of the resources required to use science and technology innovation and translated into the efficiency of scientific and technological innovation achievement.
