数字内容产业是一个融合化的新兴产业,蕴藏着巨大的能量,但是其有别与其他行业,数字内容产业的发展涉及到意识形态以及文化安全等。为了扶持好这个“引擎”产业,离不开“看得见的手”的作用,再加上内容产业的平台化效应,政府的规制显然有点力不从心,此时需要平台经营者作为规制者出现,所以文章讨论了平台经营者规制的优势以及工具,政府的规制策略以及政府与平台的协同化规制。结果显示：政府不检查而平台承担规制责任的策略均衡是可以实现的。

Digital content industry is a blend of emerging industry, has tremendous energy, but it is different from other industries, because its development related to the ideological and cultural security. In order to support this good “engine”, it is inseparable from the “visible hand”, however, the industry has network effect, the government regulation is obviously a bit powerless, so it needs the platform operator who appears as a regulator, therefore, the article discuss the platform operator’s regulation advantages and regulation tools, government regulation policies and the cooperation. The results show that: government does not bear examination but platform undertakes, it can be achieved.
