Abstract:The promotion of regional low carbon competitiveness is key point to improve the regional low carbon economy. With the purpose of evaluating the developing condition and operating situation of the low carbon competitiveness systematically and effectively, by analyzing and combing those factors which may have an impact on the development of the low carbon competitiveness, this paper will take use of the literature research method, frequency statistic method and expert research method to construct the evaluation indicator system of regional low carbon competitiveness, which will be made up of overall objective stage, system control stage and basic index stage. Delphi, AHP, and entropy evaluation method will be comprehensive used to define the weighting factors so that the stages will be reasonable constructed, the indexes will be objective selected and the weighting factors will be scientific defined in the low carbon competitiveness indicator system. Based on the AHP-EM-TOPSIS evaluation model, this paper will also make a empirical study according to the longitudinal data from 2001 to 2012 in Chongqing by taking use of the Topsis method to make a deep analysis and calculation. At last, this paper will reanalyze the results, combine the indicator system and make the “five forces model” which was put out by Michael Porter as the theory basis, base the current situation in Chongqing, the effectivity and objectivity of the indicator system will be estimated, and to put forward countermeasures and advices to improve the low carbon competitiveness of Chongqing, to make a profound theory basis for promoting the regional low carbon competitiveness.
