在大数据时代,为进一步加强我国科技人才评价发现的科学性,建立以质量为导向的科技人才评价发现机制是科技人才资源开发与管理的必然之趋,本文以科技人才在其发展过程中的科研轨迹大数据为基础,以面向质量的科技主题为线索,构建了用于科技人才评价发现的指标体系,提出了基于大数据挖掘的科技人才模糊认知发现方法,建立了科技人才评价发现的共享平台系统,以此转变科技人才的被动评价为主动发现,实现科技人才评价发现的现代化。

In order to strengthen further scientific of scientific and technical talents evaluation and discovery in the age of big data, it is an evitable trend of scientific and technical talents development and management to establish a quality oriented evaluation and discovery mechanism of scientific and technical talents. Based on the big data of scientific research trajectory of scientific and technical talents in the development, taking quality oriented research theme as clue, the paper has established index system of scientific and technical talents, has proposed fuzzy cognitive discovery method of scientific and technical talents based on big data mining, and has established sharing platform system of scientific and technical talents evaluation and discovery, which help to change existing passive evaluation into active discovery, and modernize scientific and technical talents evaluation and discovery.
