在对产学研结合技术创新体系的基本理论进行较为深入的分析的基础上，提出产学研结合技术创新体系的定义和内涵，并分析了现阶段辽宁省建设产学研结合技术创新体系的现状及发展面临的问题，运用史密斯政策执行模型深刻分析产学研创新体系的政策执行过程中的规律，进而提出了解决产学研政策执行问题的具体对策。

Based on a thorough analysis of the basic theory of IUR cooperative technological innovation system, this paper proposed CEUSRI definition and the connotation of technology innovation system, and analyzes the present stage of CEUSRI in Liaoning province and the problems of technical innovation system. It was used the Smith policy implementation model to analysis law of the innovation system the implementation of the policy in the process and then put forward the concrete countermeasures to solve the problems of CEUSRI policy implementation.
