我国区域创新能力的评价及比较-基于八大经济区的实证研究

The Evaluation and Comparison of Regional Innovation Capability in China: An Empirical Study Based on the Eight Economic Areas

从知识创造能力、知识获取能力、企业的创新能力、创新环境和创新的经济绩效五个构成要素出发,构建了区域创新能力评价指标体系。应用因子分析法对我国八大经济区的区域创新能力进行了综合评价,对区域创新能力及五个构成要素进行了横向比较,并对2005-2011年八大经济区区域创新能力状况进行了纵向分析。结果表明,北部沿海、东部沿海的创新能力较其他区域有明显优势,西南、长江中游、黄河中游、南部沿海区域的区域创新能力分别居于第三到六位,东北和西北地区的区域创新能力比较落后。近年来西南地区创新能力提升较快,而南部沿海面临较快下滑。最后就提升八大经济区区域创新能力提出建议。

Abstract:

This paper establishes an index system of regional innovation capability consisted of knowledge creation capability, knowledge acquisition capability, innovation capability of enterprises, innovation environment and innovation in economic performance. By using factorization analysis, this paper evaluates the regional innovation capabilities of eight economic areas in China, and compares them from the five aspects. The paper studies the historical aspects for regional innovation capability between 2005 and 2011. The results show that innovation capabilities of the northern coastal areas and the eastern coastal areas have obvious advantages over other regions, and Southwest China, the middle reaches of the Yangtze River, the middle reaches of the Yellow River, the southern coastal region follow close behind In contrast, northeast and northwest regions are relatively weak. We find the innovation ability of Southwest has been moving up faster in recent years, while the southern coastal region facing rapid decline. Then, we give some suggestions about enhancing the regional innovation capability.
