城市低碳发展评价体系研究：以浙江省为例

Research on evaluation system of low-carbon city development: case study from Zhejiang Province

摘要:

本文以浙江省为例构建城市低碳发展评价体系，基于层次分析法对浙江省2005-2012年的低碳发展水平进行评价分析，并对11个主要地市2012年低碳发展进行测度和排序。结果表明：（1）浙江省低碳发展水平不断提高；（2）浙江省保持经济社会平稳发展同时低碳发展效果显著；（3）浙江省各地市低碳发展水平不均衡。该研究为浙江省统筹地市的低碳发展提供科学基础，为我国城市开展低碳发展评价提供借鉴。

Abstract:

Taking Zhejiang Province as a case, this study evaluate the level of low-carbon development of Zhejiang Province from 2005-2012 based on AHP, and also measured and ranked the low-carbon development of 11 major cities of Zhejiang Province in 2012. The results showed that: 1) the level of low-carbon development in Zhejiang Province has been continuously improved; 2) Zhejiang Province has made significant achievement in low-carbon development while maintain steady socioeconomic development; 3) the level of low-carbon development among the cities is unbalanced in Zhejiang Province. The study provides policy makers in Zhejiang Province with scientific basis for the coordination of low-carbon city development, as well as provides a reference for the evaluation of low-carbon city development in China.
