中小企业为大企业协作配套研究：机制体系的设计与构建

摘要:

十八大以来,新一届政府把工作的着力点放在“稳增长、调结构、促改革”上。促进本地中小企业为大企业协作配套正是实现区域经济增长、经济结构调整的现实选择之一。基于陕西21个重点产业集群的调查,结合理论分析,设计了一个具有“4-4-12”逻辑框架的协作配套机制体系并进行全面构建。“4-4-12”框架表明,能够有效促进中小企业为大企业协作配套的机制体系应至少包括4个机制12个具体措施。4个机制包括：要素及环境支持、能力提升、激励及考核、对接及合作。其中：要素及环境支持是基础支撑,能力提升是根本要求,激励及考核是关键动力,对接及合作是成功实现协作配套的重要途径。12个具体措施包括资金支持、土地支持、组织保障、环境保障、大企业辐射能力提升、中小企业配套能力提升、中介机构服务能力提升、激励、考核、信息对接、实体对接、实现合作。

Abstract:

Since the 18th National Congress of CPC, the new government has put main focus into “stabilizing growth, adjusting structure, promoting reform”. Promoting SMEs to cooperate with large enterprises is just as one practical alternative to achieve economy growth and economic structural adjustment in regions. Based on the investigation of 21 key industrial clusters of Shaanxi province, combined with theory, This paper designs a cooperation mechanism system with “4-4-12” logical framework and constructs it completely. The “4-4-12” framework shows that a mechanism system which can promote SMEs to cooperate with large enterprises effectively should include at least 4 mechanisms and 12 concrete measures. The 4 mechanisms are: factors of production and environment support mechanism, ability improvement mechanism, motivation and evaluation mechanism, docking and collaboration mechanism. Among them, the first one is basic support, the second one is fundamental requirement, the third one is key power, the last one is important way to achieve cooperation. The 12 concrete measures are financial support measure, land support measure, organizational guarantee measure, environment guarantee measure, large enterprises radiation ability improvement measure, SMEs cooperation ability improvement measure, intermediary service ability improvement measure, motivation measure, evaluation measure, information docking measure, entities docking measure, achieving cooperation measure.
