我国经济社会发展的不平衡导致区域创新资源规模存在着明显的地域性差异,严重影响了区域创新发展的公平性。本研究基于我国2000-2011年的面板数据,采用典型相关分析方法实证分析了创新资源规模对区域创新公平性的影响,最后提出了相关政策建议,希望为有关部门制定区域创新发展计划提供科学参考。研究结果表明：创新资源规模与区域创新公平性高度相关,我国区域创新系统存在创新资源规模的明显不公平现象,R D人员规模对于区域创新水平不是严格正相关,R D经费投入规模是影响区域创新公平性的最显著因素,处理好创新资源投入规模的均衡性是促进区域创新公平发展的关键。

The imbalance of China"s economic and social development has resulted in a clear regional differences in the scale of regional innovation resources, which has seriously affected the equality of the development of regional innovation. Through the method of canonical correlation analysis, we empirically analyzed the influence between the scale of innovative resources and the equality of the development of regional innovation from 2000 to 2011. At last, we proposed policy recommendations in order to provide scientific references to the relevant departments when making regional innovation and development plan. The results show that there is a significant correlation between the scale of regional innovation resources and innovation ability．The scales of innovation resources are inequitable in China"s regional innovation system. The number of R D staff is not strictly positive effects the regional innovation level. And the scale of R D funding is the most notable factor for the equality of the development of regional innovation.Insuring the equality of input scale of innovation resources is critical to promote the equality of regional innovation.
