海洋战略性新兴产业与陆域战略性新兴产业的耦合协调发展，有助于推动沿海地区战略性新兴产业的快速发展，进而加快地域经济的和谐发展，逐步实现由海洋大国向海洋经济强国的转变。本文通过海陆战略性新兴产业耦合协调模型，构建耦合协调评价指标体系，测度了2007-2012年我国沿海地区11个省市的海陆战略性新兴产业间的耦合度和协调度。研究表明：研究期间我国沿海地区的海陆战略性新兴产业系统的耦合度除海南之外都在磨合型耦合与高水平型耦合之间交替出现。广东海陆战略性新兴产业系统间的耦合协调发展程度最高，逐渐由中级协调向良好协调发展水平改善；河北的耦合协调程度最低，处于严重失调衰退水平；其它地域居中，大致在中度失调和轻度失调之间反复和倒退。

Coupling coordination development of marine and terrestrial strategic emerging industry system will help promote the rapid development of strategic emerging industries in the coastal areas and accelerate the harmonious development of regional economy,thereby realizing the change from marine power country to marine economic power country.This paper constructed a coupling coordination model between marine and terrestrial strategic emerging industry,building a evaluation system of coupling coordination,we measured the coupling degree and coordination degree based on the statistical data from 2007 to 2012.It turned out that the coupling degree of strategic emerging industries in the coastal areas of china alternated between break-in-type coupling and high level coupling except Hainan, Guangdong has the highest coupling coordination degree and stays at primary and intermediate coordination development level;Hebei has the lowest coupling coordination degree and stays at seriously imbalanced recessional level;other regions roughly centered between moderately imbalanced level and mildly imbalanced level.
