从“科学技术是第一生产力”的科学论断出发，邓小平提出了科技体制改革的基本理念和原则，为我国构建新型科技体制奠定了思想基础。改革开放以来，我国逐渐以“科技治理”的理念、思路和模式处理科学技术发展问题，为科技创新进步提供了重要的动力支持。但是，由于转型时期科技体制改革所涉及问题的复杂性，科技治理的相关运行机制和制度仍然需要进一步健全。我们应继续深化和践行邓小平的科技体制改革思想，通过有效途径积极完善科技治理，为建设创新型国家创造更为有利的条件。

Deng Xiaoping"s thought of the scientific system reform is an important part of the construction of the theory of socialism with Chinese characteristics. With the thesis "Science and technology are primary productive forces", Deng Xiaoping put forward the basic concepts and principles of science and technology system, in order to build a new science and technology system of the ideological foundation. In China, since the reform and opening up, science and technology system reform actively explore the "governance" mode instead of "domination" mode, which greatly promoted the development of the science and technology innovation. However, due to the science and technology system complexity involved in the transition period, the relevant mechanisms and systems technology still need to be further improved. We should actively promote science and technology management functions, and promote science and technology decision-making process "multiple partnerships "to build and promote innovative country and to reach the grand goal of achieving a comprehensive well-off society.
