随着我国经济的快速发展,资源成本不断上升,资源型产业结构优化升级问题引起了社会各界的高度重视。在对资源型产业优化升级内外部影响因素分析的基础上,按照资源型产业优化升级的内在要求、外在约束和持续动力的具体需要,从科技创新、环境保护、人力资本投入三方面出发,提出了走自主创新、节约环保以及持续发展的资源型产业升级实现路径和运行机制,对我国资源型产业发展具有一定的理论和现实意义。

With the rapid development of our economy, resources and costs continue to rise; more attention should be paid to resource-based industrial upgrade problems. In the resources industry upgrading based on the analysis of internal and external factors, according to the inherent requirement of the optimization of resources industry, external constraints, and constant power needs, from scientific and technological innovation, environmental protection, human capital investment from three aspects, proposed the independent innovation, saving environmental protection and sustainable development of resource-based industrial upgrading paths and operational mechanism, development of resources industry of our country has a certain theoretical and practical significance.
