经过30多年科技体制改革的不断深化和市场经济的逐步建立,我国原有的科研机构、高校占有绝大多数科技资源布局的数量结构已发生根本变化,企业在数量结构上已成为研发投入、执行的主体,实现科研机构、高校主导的科技成果转化模式向企业主导的技术创新模式战略转变的微观机制已经形成。但实现技术创新模式转变根本标志的企业成为技术创新主导力量的质量结构变革还存在诸多问题和困难,会更加漫长、艰苦。因此,应围绕促进企业成为技术创新真正主体的基本目标,以出台《国家技术创新法》为保障,确保企业技术创新在国家创新体系中的基础地位；以促进企业转变发展方式为动力,切实提高企业研发投入强度；以强化企业研发平台建设为基础,激励企业开展基础和应用研究；以改革收入分配、福利和高层次人才管理、培养模式为重点,促进高端人才向企业流动；以整合利用外部科技资源为方略,助推企业成为技术创新主体。

After 30 years of the deepening of scientific and technical system reform and the gradually established market economic system, Our original research institutions, universities, which occupy the vast majority of the number of scientific and technological resources has been changed fundamentally. Corporate has acted a dominant role in research input and implementation, and the micromechanism of transformation from “scientific achievements transformation mode” leading by universities and scientific research institutions into the “technological innovation model” has been formed; However, the corporation which fundamentally marks the technological innovation mode transition still encounters many problems and difficulties. That will be quite long and hard. Therefore, we ought to focus on promoting the company to be the major role in technological innovation as the basic goal, guaranteed by the "National Technology Innovation Act" to ensure its leading position of technological innovation in the national innovation system. To effectively improve business research and development strength, with promoting the transformation of development methods of enterprises; to encourage enterprises to carry out basic and applied research with strengthening the research and development platform building; to promoting high-end talents flow into the enterprise with reforming the income distribution, welfare and high-level personnel management, focusing on training mode; to boosting enterprises become the subject of technological innovation with integrating the use of external scientific and technological resources.
