文章分析了研发在网络安全类企业中的地位,并基于数据包络分析的BCC模型和超效率模型对我国沪深两市上市的21家网络安全类企业的研发技术效率进行评价。结果表明,BCC模型下,综合技术效率达到DEA有效的网络安全企业占比不到一半,部分企业综合效率无效主要是规模无效造成的;超效率DEA模型可以对BCC模型下综合效率有效的企业进行比较和分析。此外文章还对网络安全类企业研发活动的投入产出进行改进分析,并针对网络安全类企业提高研发能力和实现最优规模提出相关政策建议。

This paper makes a brief analysis on the importance of R D investment in network security enterprises,and then an empirical study is took to evaluate the efficiency of R D activities in 21 network security listed companies in China,by BCC model and Super-Efficiency model of data envelopment analysis. The results show that less than half companies(in the 21 enterprises selected)of which the overall efficiency can reach DEA valid state in BCC model,and some of the companies which are non-DEA efficiency only caused by invalid scale. Using super-efficiency model can make a comparative analysis of those companies which are DEA efficiency under BCC model. Additionally,This paper makes an improvement analysis of R D activities in network security enterprises,and some relative policy recommendations are made to enhance R D capabilities and to achieve optimal size for network security enterprises.
