世界新兴海洋产业发展研究综述及借鉴

摘要:

金融危机之后,世界经济进入大调整和转型时期,世界海洋经济格局也在发生着深刻的变革。以资源要素为主导的传统海洋产业的发展空间受到严重限制,相反,以科技和创新为主导的新兴海洋产业迅速扩张。本文系统论述了世界六大新兴海洋产业(海洋可再生能源,海洋工程装备、深海资源开发、海水利用、海洋生物医药和邮轮经济)的发展情况,并在此基础上,提出了促进我国新兴海洋产业发展的对策建议,一是制定产业发展总体规划,因地制宜；二是加强金融和财政政策对新兴海洋产业的支持力度；三是实施引智计划,抢占全球技术市场；四是开展深海资源调查,搭建国际合作平台,新兴海洋产业是世界海洋经济的未来,将成为新的经济增长点。
