政府在产学研合作中的作用分析 ——基于广东省产学研合作调查情况

摘要:

基于广东省产学研合作的调查数据，分析产学研合作中政府作用现状，以及各方的价值判断、基本诉求以及合作过程的不同特点。据此，将产学研合作过程划分为谋求合作期、合作初期及合作中后期三个阶段，指出在这三个阶段，政府应当在不同程度的介入水平上发挥不同作用，并提出了各阶段分别强化政府的导向促成、协调服务和监管维系作用的对策建议。

Abstract:

Based on the survey data of Industry-University-Institute cooperation in Guangdong province, this paper analyses the present situation of the government’s role in Industry-University-Institute cooperation, the basic demands, value judgment of the parties, and different features of the cooperation process. On this basis, the Industry-University-Institute cooperation process is divided into three stages: the stage of seek cooperation, the preliminary stage of cooperation, the middle and later stage of cooperation, pointing out that the government should play a different role in different levels of involvement level in the three stages. And puts forward the countermeasures and suggestions to strengthen the government’s role of guiding and promoting, coordinating and serving, supervising and maintaining respectively in every stage.
