文章提出了当前科技查新报告的形式化问题,并对形式化问题产生的原因进行了分析,提出了由科技管理部门主导的新的科技查新管理模式。新的科技查新管理模式能够实现科技管理部门对科技查新机构和查新人员的有效监督,从体制上根治科技查新报告的形式化弊端。

Abstract:

In this paper the formalization problem of science and technology novelty retrieval report is proposed. The reason of the formalization problem is analyzed and new science and technology novelty retrieval management mode dominated by the department of scientific and technological management is proposed. Through the new management mode the department of scientific and technological management can supervise novelty retrieval institutions and their staff effectively and solve the formalization problem.
