我国科技金融政策评价研究：构建理论分析框架

Research on Policy of Sci-tech Finance in China: a Theoretical Analysis Framework

摘要:

科技金融政策是科技与金融资源合理配置中不可缺少的重要前提和基础,是科技型企业产业化发展的制度保障。通过对国内科技金融政策评价及其经济效果评价的文献进行了梳理,发现现有文献对科技金融财税政策评价及其经济效果的研究较多,而对科技金融政策体系和科技金融市场政策的评价文献较少。并且研究对象多元化,研究结论不一致,这与科技金融界定不明确,政策评价框架缺乏系统性有关,因此在对科技金融界定的基础上,构建了一个科技金融政策评价理论分析框架,并进一步提出了未来尚需探索和拓展的研究内容。

Abstract:

Policy of Sci-tech Finance is an important and indispensable premise and foundation on rational allocation between financial resources and technology, and the system guarantee of the development of industrialization science and technology enterprises. There are literatureSreview about policy of Sci-tech Finance evaluation and effect evaluation on policy of Sci-tech Finance. we found that there are many literature about policy of financial fiscal and taxation research, but literature of policy system of Sci-tech Finance is less. The research conclusion is inconsistent, because definition of Sci-tech Finance is not clear and policy evaluation framework lack of systemic. this article build a theory analysis framework about Policy of Sci-tech Finance, and puts forward the future research content.
