[摘要]
依据我国5大类矿种10个矿产资源型产业1996-2012年各项技术创新指标的面板数据,在得到产业技术创新能力综合评价指数的基础上,运用非参数Kernel密度估计方法及马尔可夫链分析模型,对我国矿产资源型产业技术创新能力的分布及发展演变趋势进行了研究,研究结果表明:①我国矿产资源型产业技术创新能力经历了“单峰→双峰→单峰”的演变过程,产业技术创新能力水平总体上都得到了一定程度的提高;②不同产业之间技术创新能力发展速度存在不平衡性,能源类矿产资源型产业明显高于黑色金属类、有色金属类和非金属类资源型产业的技术创新能力;③随着产业链的不断延伸,产业的技术创新能力提升速度加快,后续产业对原材料品质和技术含量要求的不断提高,对相关产业的技术进步具有明显的拉动效应;④矿产资源型产业经过长期的发展和积累过程,技术创新能力表现出向高水平状态转移的收敛性;⑤低水平资源型产业需要紧紧抓住经济发展方式转变的契机,充分利用后续产业技术进步的倒逼机制,加大技术创新投入,强化技术创新管理,加快技术进步速度,是实现产业资源效率、规模效率、技术效率和环境效率协调发展的现实路径。

According to the 5 categories minerals of 10 mineral resources industry technology innovation indexing of the panel data in 1996-2012, based on the comprehensive index of industrial technological innovation capacity, we used the nonparametric Kernel density estimation method and the Markov chain analysis model to study the distribution and development trend of the mineral resources industry technological innovation capability in China, and the results showed that: ①The evolution of mineral resources industry technological innovation capability in China has experienced “peak→bimodal→peak”, the level of industry technological innovation capacity have been increased on the whole; ②Technological innovation capability between different industries existed unbalanced development velocity, the technological innovation capability in energy mineral resources industry was significantly higher than the ferrous metal、nonferrous metal and nonmetal resources industry. ③With the continuous extension of the industry chain, the development velocity of industry technological innovation were faster, following industry on the quality and the demand on technical content of raw materials in continuous improvement, it has obvious pull effect to the related industry technological progress; ④After a long process of development and accumulation, mineral resources industry technological innovation capability showed convergence to the high-level state transition; ⑤The low levels of resources industry need to firmly seize the opportunity of economic development pattern transformation, making full use of the following industry technological progress anti-driving mechanism, increasing investment in technology innovation, strengthening the management of technology innovation, accelerating the pace of technological progress, is the reality path to achieve industrial resource efficiency、scale efficiency、technical efficiency and environmental efficiency of coordinated development.
