论现代技术风险冲突及其综合治理

摘要:

迅速发展的现代技术在强化其内在风险社会扩散的同时,增生更多的风险事件,使人们对其巨大的潜在危害的担忧和恐惧与日俱增,进而演绎出风险冲突事件。现代技术风险冲突与利益博弈风险相互缠绕,背后隐藏着主体认识差异、参与机制缺陷、风险分摊不公等多重矛盾,冲突各方容易走向带有暴力成份的激烈对抗,严重影响现代技术乃至社会发展的正常秩序,因而迫切需求通过转变技术方向、扩大风险沟通和完善风险分配等综合治理模式,从根本上消解影响技术发展和社会和谐的冲突因素。

Abstract:

When modern technology strengthening its social diffusion of risk, more hazard events have increased, which intensifying people’s fears for its potential danger, then leading to the appearance of risk conflict events. Modern technology risk conflict is intertwined with the risk of profit game. Moreover, there exists such contradicts as disparity of people’s cognition, weakness of participation system and injustice of risk allocation. Therefore, all aspects of conflicts are easily becoming fierce confrontation with violence, which heavily affecting the normal order of modern technology and society development. Hence, we should eliminate the conflicts between technology development and social harmony by such comprehensive dealing modes as transferring the orientation of technology development, enlarging the communication of risk and perfecting the allocation of risk.
