科技项目绩效评价的关键在于指标体系的构建以及评价方法的选择。本文根据国内外科技研究机构对科技评价指标体系的研究,建立了科技项目绩效评价的指标体系,构造了基于网络层次分析法(ANP)的科技项目绩效评价模型,解决了各元素之间存在相互依赖、相互影响的问题,借助Super Decision软件计算出各指标的权重并进行了分析。

As to scientific evaluation on the technology projects performance, the most important point is to construct the evaluation index system , and choose the evaluation method. Referring to the evaluation index system of science and technology, which is proposed by the domestic and foreign research institutions of science and technology, a evaluation index system of science and technology projects performance is established ,and a performance evaluation model based on the analytic network process(ANP) is constructed. The model solves the problem that the elements depend on each other and interact with each other. With the help of the Super Decision software, the weights of every index are calculated and analyzed.
