创新政策是推进创新活动开展、促进创新成功的重要因素。本文在对相关文献回顾的基础上,主要遵循Wieczorek和Hekkert的研究思路,指出我国创新系统主要面临创新主体缺失、创新主体能力不足、创新环境有待优化这三个问题。在此基础上,通过构建创新政策的传导路径模型,研究创新政策的“政策内涵——政策功能——政策目标”作用机制,试图为创新政策的制定与落实提供理论指导框架。

Innovation policy is an important factor contributing to the successful innovation activities. Based on the review of related literature, this paper draw lessons from the research thinking of Wieczorek and Hekkert (2012), pointed out that China’s innovation system is facing three systemic problems—relevant actors may be absent, actors may lack competence and capacity, innovative environment is inadequate or malfunctioning—can be combined in a systemic policy framework including “policy implications—policy functions—policy objectives”. The main goal of this paper is to provide theoretical guidance for the formulation and implementation of innovation policy.
