Abstract:Innovation policy is an important factor contributing to the successful innovation activities. Based on the review of related literature, this paper draw lessons from the research thinking of Wieczorek and Hekkert (2012), pointed out that China’s innovation system is facing three systemic problems—relevant actors may be absent, actors may lack competence and capacity, innovative environment is inadequate or malfunctioning—can be combined in a systemic policy framework including “policy implications—policy functions—policy objectives”. The main goal of this paper is to provide theoretical guidance for the formulation and implementation of innovation policy.
