我国高端海洋产业发展政策研究

The Policy Research on development of the High-end Marine Industries of China

摘要:

大力发展高端海洋产业对促进海洋产业结构转型升级具有重大的战略意义。在充分认识我国高端海洋产业发展现状的基础上,着重分析了我国高端海洋产业发展政策现状、存在的问题及其影响,从加强政府政策支持、积极推动产学研合作、深化科技体制改革、积极疏通融资渠道,重视培养和引进人才等方面提出了政策建议,以期为建立健全高端海洋产业发展政策体系提供借鉴和参考。

Abstract:

Vigorously developing the high-end marine industry will have strategic significance on promoting the transformation and upgrading of industrial marine structure. Based on the current situation of the high-end marine industry of China, the article makes an analysis of the current situation of policy of the high-end marine industry of China and finds out the problems which still exist and the effect. Then it puts forward some policy recommendations about development of high-end marine industry, such as strengthening the policy support of the government, enhancing the production- education-research cooperation, deepening the reform of science and technology institutions, actively expanding financing channels, recruiting and cultivating talents and so on.
