Abstract:At present, personnel management of Public scientific research institution existed serious admistrative trend. The wages treatment is directly related to job titles and ranks, administrator take lead of approving and acceptance of research projects, experts and professors incorporate administrative post and academic position into an organic whole, administrative also closely integrated with academic, and penetrate each other, academic authoritative endorsement has dismembered and broken by administrative interference, efficiency of research and innovation was lost. Key of personnel administration system reform for Public scientific research institution is to solve administrative problems and faultiness. we should work out a new management system according with the rule of the growth of talent in the developing and using of talented people, which is demonstrated in several aspects such as ideology, income distribution, evaluation mechanism, talent incentive, which will bring great benefit to talent resources.
