Abstract:: Sci-tech progress as the internal driving force of economic growth, promote the social productive forces continue to move forward to achieve economic and social prosperity and development. This article summarizes the calculation of the contribution rate of sci-tech progress in the domestic and foreign quantitative analysis method, the introduction of the concept of the potential theory on the basis of the Cobb - Douglas production function to establish the potential production function model to measure the progress of sci-tech rate in Guangxi. Select the data of Guangxi between 1991 and 2010 to calculate the contribution rate of sci-tech progress for 11 of the scroll of the economic cycle. The empirical analysis results indicated that, since 1991, the entire essential factor productivity has been bigger than 1, which explained the investment resources the degree of utilization is higher than the average level. However, since 1998 -2007, the contribution of sci-tech progress on economic growth rate declined due to the severe decline of labor productivity on the degree of contribution to economic growth. At the same time, the contribution to the growth rate of capital value rate is rising, but the increase is less than the decline in labor productivity growth.
