山东省科技小微企业发展现状的系统分析与发展对策研究

Study on the System Investigation and Development Measures on Shandong Province Technology-based Small and Micro Enterprises

摘要:

从宏观、中观和微观三个层面对山东省科技小微企业的发展现状进行分析,指出目前存在的问题,基于协同创新、创新网络和自组织理论和三个层面实现的逻辑关系,提出科技小微企业可持续发展建议。微观层面,政府通过提供综合性和延展性服务,及相关政策的引导推进微观层面企业基于协同创新建立起内生创新发展模式；中观层面,依托现有产业集群逐步通过创新主体嵌入、社会资本嵌入和创新文化嵌入实现创新网络的转型；宏观层面,政府通过政策制度完善,给科技小微企业创新网络自组织系统提供对外交互的良好环境,并适时的通过助力作用,推进自组织系统的持续演进。

Abstract:

The paper studies the present situation on Shandong technology-based small and micro enterprises from macro, meso and micro aspects, and points out the existing problems. Based on the collaborative innovation, innovation network and the self-organizing theory, and the realizing logical relationships among the three levels, methods to promote their sustainable development are put forth. On the micro level, the government provides the comprehensive and extension services, and the related policy guidance to promote the enterprises to establish the endogenous innovation development mode based on collaborative innovation;On the meso level, transformation of innovation networks is realized through the gradually embedding of innovation main body, social capital and innovation culture based on the existing industrial cluster; On the macro level, government should improve the policy system for the interaction of the technology-based small and micro enterprises networks’ self-organizing system and the environment, and timely exert probable power to promote the continued evolution of the self-organizing system.
