经济制度、技术创新与清廉政府建设协同发展研究

Economic Institutional and Technological Innovation Collaboration and Clean Government Construction：Empirical Analysis Based on 2000-2012

摘要:

制度与技术创新是清廉政府建设的两个关键因素。引入创新协同思维，在构建经济制度创新、技术创新与清廉政府建设复合系统协同度模型并采用我国2000-2012年数据进行测量的基础上，运用回归分析模型对经济制度、技术创新协同与清廉政府建设的关系进行实证分析。结果显示：我国的清廉政府建设与经济制度创新、技术创新的耦合度不高，经济制度、技术创新协同依然处于低端水平，还存在未实现有效协同的要素。构建了基于经济制度与技术创新协同的清廉政府建设体系，以推动其实现长效和可持续发展。

Abstract:

Systems and technology are two key to build long-term mechanism of clean government. Introducing innovative collaborative thinking, on the basis of building a collaborative model of complex system including economic system innovation, technological innovation and clean government and analysis with Chinese data of 2000-2012 year, we made a regression analysis to the interaction factor of the innovational collaboration of economic system and technology and the comprehensive index of clean government to explore the reasons of coupling relationship change. The results show that Chinese economic system innovation, technological innovation levels are still low, the coupling degree of. clean government and economic system innovation, technological innovation are too low, China needs to actively establish a clean government construction system based on the innovational collaboration of economic system and technology, so that we can realize real long-term and sustainable development of clean government.
