法国索菲亚科学园区的发展对我国高新科技园区的启示

A Study on Sophia Antipolis in France and its Lesson for the Development of Chinese Science Park

摘要:

中国的科学园区以高新技术业的制造为导向，然其发展常被发现呈现「科技飞地」与「卫星平台」的现象。法国索菲亚科学园区为欧洲第一个科学园区，欧洲高科技产值最高的地方之一，在其发展过程中，也曾出现科技飞地的现象。本研究从索菲亚科学园区的政府举措、行政管理、财政经费，试图理解园区内的创新氛围营造的方式，藉由索菲亚科学园区的发展历程进行梳理，结合中国高新科技园区现状提出实务建议。

Abstract:

Chinese science parks are mostly manufacturing-oriented, therefore it is no surprise that the "technology enclave" and "satellite platform" phenomena can be easily found. Sophia Antipolis, as the first science park in Europe, is one of the high-tech spots that has the highest output value; however, in its past history, satellite platform phenomenon was also found. Investigating the initiatives of the French government, administration management, and funding status, this study aims to understand how Sophia Antipolis creates the innovative milieu. This study also offers suggestion on the development of Chinese science parks through learning from the Sophia Antipolis experience.
