Abstract:Chinese science parks are mostly manufacturing-oriented, therefore it is no surprise that the "technology enclave" and "satellite platform" phenomena can be easily found. Sophia Antipolis, as the first science park in Europe, is one of the high-tech spots that has the highest output value; however, in its past history, satellite platform phenomenon was also found. Investigating the initiatives of the French government, administration management, and funding status, this study aims to understand how Sophia Antipolis creates the innovative milieu. This study also offers suggestion on the development of Chinese science parks through learning from the Sophia Antipolis experience.
