将大学作为实施“高深研究”最适宜之所的组织设计和制度安排,得益于大学固有的理性传统、科学研究与人才培养有机结合的组织功能及其庇护学术共同体自由探索的组织特性。这一制度安排不仅奠定了现代研究型大学这一关键组织的合法性基础,也提供了国家和社会发展所依赖的前沿知识、创新人才和理性文化。但伴随着大学被赋予了越来越多的职责和使命以及受到日益流行的绩效评价文化的影响,实施基础研究所需的自由和潜心研究的学术环境、稳定支持的资助制度以及鼓励原创的奖励机制等受到侵蚀,大学赖以存在的理性根基以及社会进步所依赖的高深研究正面临着合法性危机。应强调政府在政策支撑、财政资助及文化引领等方面承担其主要责任。

Research University as the most desirable organization of "advanced study" ,mostly because of its rational tradition ,function of scientific research and talent training ,and academic freedom .This institutional arrangement is not only the basis of legitimacy of modern research university,but also provides original knowledge,creative talent and rational culture on which national and social development depending.However,University has more and more missions in an innovative era,especially influenced by performance evaluation,the freely academic environment,stable funding system and motivated mechanism that basic research needed are eroding.University are facing legitimacy and identity crisis .It should be emphasized the primary responsibility of central government in policy supporting ,financial assistance and creative culture nurturing.
