对外开放及工业化对我国碳足迹影响的实证研究

Investigation of Opening-up and industrialization involved into Carbon footprint of China

摘要:

随着对外开放深化及工业化进程推进,中国取得了举世瞩目的巨大经济成就。但中国经济高增长带有高投入、高能耗和高污染特征。在面临中等收入陷阱和履行国际碳减排公约承诺的背景下,有必要重新审视对外开放及工业化对中国碳足迹影响,以期科学评价其经济贡献效应和碳足迹影响效应。在考察对外开放活动及工业化进程与中国碳足迹关系时,运用扩展的环境生产技术函数,分析FDI、经济系统对外开放程度以及工业化水平对中国碳足迹强度的影响。通过对中国大陆省级地区面板数据回归分析检验证实：流入FDI规模与中国碳足迹强度呈现U型关系；对外开放程度的深化以及研发投入加强都将改善中国对外开放经济系统的环境生产技术；工业化进程加剧了中国的碳足迹强度。基于此,从改善中国碳足迹角度,提出了对外开放以及推进工业化进程中低碳发展路径的政策参考。

Abstract:

Since the opening up in China, the great remarkable economic achievements have been made. However, the high energy consumption and high pollution are together with the high economic growth. In the restriction of the international carbon emission reduction commitments and the inclusive economic growth, it is necessary to re-examine the impact on carbon footprint because of opening up and industrialization. During examining the relationship between China"s carbon footprint and opening up, and so on, based on the view of environmental production technology, the expanded function of the environmental production technology has been introduced to analyze and test the relationship between the inward FDI, openness of economic systems, levels of industrialization and the carbon footprint intensity(CFI) in China. According to the theoretical analysis and panel data regression analysis, the following conclusions are confirmed: the relationship between FDI and CFI shows U-shaped; the level of openness and R D investment are to improve the environment production technology of China"s open economic system; the level of industrialization strengthens CFI. Based on these, from the view of improving the carbon footprint of China, the policy references are put forward, which the process of industrialization and opening up promotes the low carbon economy.
