基于史密斯理论的我国转基因技术应用政府规制研究

The study of Chinese government regulation in transgenic technology application based on Smith's theories

摘要:

全球范围内转基因技术的发展，催生了各国政府一系列政策和规制措施的出台，以应对技术可能带来的风险。本研究依据史密斯的政策执行理论，从理想政策、执行团体、目标群体和环境因素四个方面分析我国转基因技术应用政府规制现状，梳理政策供给盲点，并提出进一步的规制建议。

Abstract:

As the worldwide development of transgenic technology, national governments were led to introduce a series of policies and regulations to cope with the risks may brought by.Based on Smith's policy implementation theories,this study try to analyzes the reality of Chinese government regulation in technology application from the idealized policy, implementing organization, target groups and environmental factors,and search for blind spots during policy supply .At last,further regulation suggestion will be given.
