Abstract:National science and technology development goals affect the science and technology activities in a country, including research and development in universities. The changes of national goals of scientific and technological development and the reasons why the development of modern science and technology emphasized national goals were analyzed, and the double impact of the national objectives on the science and technology activities was explored. The argument is that it is necessary to correctly handle the relationship between government and market in the formulation and implementation of national science and technology development goals. In science and technology activities, including research and development in universities, it is necessary to give full play to the guiding role of the market in technology innovation activities close to the market. While in the science field with spillover effects and public product characteristics, it is also necessary to deal with the relationship between government intervention and the law of science and technology development, university characteristics.
