Abstract:Basin water environmental problem has aroused widespread concern. Traditional hierarchy mechanism, market mechanism, autonomy and cooperation mechanism in water environmental governance have their defects. A new governance model is urgently needed. It’s necessary and feasible to introduce network governance to basin water environmental management. After decades of reform and policy implementation, Australia has explored a more mature network governance model in basin water environmental governance. This paper take the practice of Murray-darling basin water environmental governance as an example, analyzed the roles and functions of government, communities, non-governmental organizations, enterprises and the public in basin water environmental network governance, as well as the relationship of network structure between them, probes into the trust mechanism, learning mechanism and coordination mechanism in basin water environmental network governance.
