采用内容分析法分析法研究2012年以来典型的地方政府促进科技成果转化新政策,探讨了地方新政策制定的背景、政策工具的使用与政策着力点的布局情况,构建了新的政策支撑体系,指出了地方新政在实现巨大突破的同时,也存在上下级政策联动不足、特定行政区域内的效力限制、相关配套政策改革不足、专项政策综合作用力不强的风险,最后提出政策改进的建议。

This paper analyzed typical local new policies on the transformation of S T achievements since 2012, and discussed the background of policy-making, the using of policy tools, and the layout of policy lever. With key breakthroughs, these policies also have risks in linkage problems with the superior policies, validity limitation in special administrative regions, deficiency of the relevant supporting policies, and weakness of integrated force of the special policies. Finally this paper put forward several suggestions for policy improvement.
