在全面分析我国高校、科研院所等事业单位职务科技成果收益权和处置权政策方面存在问题的基础上,提出了相应的八条改革对策：一、把职务科技成果与有形资产区别开来,实行特殊的资产管理政策；二、对职务科技成果完成人和为成果转化做出重要贡献的人员实行重奖；三、高校等事业单位无需上缴职务科技成果转化的收益；四、职务科技成果奖励的金额不纳入职务科技成果完成单位奖励性绩效工资总额；五、改事前审批为事后备案；六、改强制评估为自愿评估；七、改强制进场交易为自愿进场交易；八、设立省级科技成果转化奖。

:This article analyses comprehensively the existing problems about the policies of earnings and disposition rights of scientific and technical achievements in Chinese universities and research institutions, puts forward eight corresponding reform strategies.First, distinguishs scientific and technical achievements fromtangible assets, implements special asset management policy.Second, awards amply persons who made the scientific and technological achievements ,and persons who made important contribution for the transformation of achievements .Third,the earnings of the transformation of scientific and technological achievements in Chineseuniversities and other institutions should not be turned over.Fourth, scientific and technological achievements reward amount is not included in the complete unit total rewardwages.Fifth,changes the mandatory assessment for the voluntary assessment.Sixth,changes the prior approval for the subsequent filing.Seventh,changes the compulsory approaching transaction for the voluntary trade.Eighth,the establishment of the provincial science and technology achievement transformation award.
