    摘要:

    本文运用复合系统协同度模型,从知识创造和获取能力、技术创新和应用能力、创新协同配置能力、创新环境支撑能力、创新经济溢出能力5个要素,选取31个有代表性的评价指标,测度2008—2013年间京津冀区域各子系统协同创新有序度及整体协同度。研究表明,北京区域协同创新能力最强,天津其次,河北最弱,由于各子系统区域协同创新有序性差异较大,导致京津冀整体区域创新协同程度较低。基于此,提出应做好京津冀区域协同创新的整体规划,打造区域协同创新的软环境,搭建区域科技创新的合作平台,推动科技创新各领域的深度合作,建设区域协同发展创新共同体。

    Abstract:

    This paper, from the ability to create and obtain knowledge, technology innovation and application ability, collaborative configuration ability, innovation environment supporting ability, economic overflow capacity of five elements,selecting 31 typical evaluation indexes,uses coordinating measurement model with respect to composite system,measures each subsystem degree of order and overall coordination degree of Beijing-Tianjin-Hebei regional collaborative innovation from 2008 to 2013.The research shows that regional collaborative innovation ability of Beijing is the strongest ;The second is Tianjin; The weakest is Hebei. Due of the large difference about each subsystem degree of order, overall coordination degree of Beijing-Tianjin-Hebei regional collaborative innovation is the lower. Based on this, the paper puts forward some advices, such as making the overall planning of Beijing-Tianjin-Hebei regional collaborative innovation, building the soft environment of regional collaborative innovation, setting up the cooperation platform of regional science and technology innovation, promoting the deep cooperation of various fields, constructing the innovation community of regional collaborative development.
