随着我国科技事业投入的日益增长,高校科研经费的使用成为社会各界高度关注的话题。英国政府对高校的科研资助在长期实践中形成了以“高等教育拨款委员会拨款”及“研究委员会拨款”为主体的双重资助体系,形成了以决策分权化、完全经济成本补偿、创新科研评估制度为特征的政府资助高校科研管理体制。论文从比较研究的视角,对我国高校科研经费管理的实践进行了相应的反思。

With the increasingly growth of science and technology input of our country, the use of scientific research funding in colleges and universities become the subject of attention from all walks of life.In the long-term practice, UK government research funding for colleges and universities has formed a‘Dual Support System’, which consists of‘Higher Education Funding Councils grants’and‘Research Council funding’, and formed a management system with characteristics of decentralized decision-making, full economic cost of compensation, and innovative research evaluation. From the perspective of comparative studies, the paper makes the corresponding reflection according to the practice of university research funding management of our country.
