Independent Innovation Ability Measure and Ranking of Nine Cities in the Pearl River Delta

提要：结合定性和定量分析方法,本文构建珠三角自主创新能力衡量指标体系,利用目前比较流行的主成分分析方法进行综合指标合成,测算珠三角九市2009-2013年的自主创新能力得分并对其进行排名。另外,自主创新效率问题往往为众多学者和决策者忽略,本文强调自主创新能力不仅要有绝对指标,而且要有相对指标,也就是自主创新的效率指标,所以本文利用数据包络分析法测算珠三角九市的创新效率得分并对其进行比较。

Abstract:

Combining qualitative and quantitative analysis method, this paper constructs independent innovation ability index system for the Pearl River Delta, and synthetize them into a comprehensive index by the Principal Component Analysis which is popular at present. Then we measure independent innovation ability score and the ranking of the nine cities in Pearl River Delta from 2009 to 2013. In addition, independent innovation efficiency is often ignored by many scholars and policy-makers, this paper emphasizes that independent innovation ability not only have the absolute index but it also includes the relative index, that is the efficiency index, so we measure and compare the innovation efficiency score by using data envelopment analysis method.
