摘要:

区域电力碳排放权初始分配是将区域所获得的电力碳排放权总量分配给区域内的各个发电集团的过程。考虑效益原则、优化电源结构的原则、以及利于国家电力行业政策实施的原则构建了包括机组分配与电厂集团分配的两步骤电力碳排放权初始目标规划分配模型。对江苏省2015年以及2020年的电力碳排放权进行了实证分析。分配的结果合理、科学,说明模型的有效性与适用性,可以为江苏省2015年和2020年的电力碳排放权分配实践提供基础方案。

Abstract:

183: Regional carbon emissions initial allocation of power industry is the process that distributed the total carbon emissions to each regional power group corporation. Considering the benefit principle, the principle of optimizing the power structure, and the principle of implementing the electric power industry policy, the two-steps goal programming allocation model which including unit distribution and power group distribution was established. The carbon emissions initial allocation of Jiangsu Province in 2015 and 2020 was taken to empirical analysis. The result is reasonable and scientific, which illustrate the effectiveness and applicability of the model, and can provide the allocation scheme for the practice of carbon emission rights allocation.
