高新技术产业集群政策体系的影响效应研究

Study on the Effects of Hi-tech Industry Cluster Policies System

摘要:

高新技术产业集群政策影响集群发展的过程是一个动态复杂系统。运用系统分析方法,将集群政策体系划分为五个政策子系统,通过构建因果关系图,揭示各子系统中关键政策要素对集群发展效应的影响路径,据此建立系统动力学模型；以上海市集群政策系统运行为例,分别探讨各政策子系统中关键政策要素对集群科研产出和集群经济产出的影响效应。结果表明,促进风险投资政策、产学研合作增强政策、促进区域金融机构贷款力度政策、完善基础设施支持政策、税收优惠政策、知识产权保护政策、引进人才政策、促进FDI政策对促进集群发展效应的影响较显著,在政策制定与实施中应予以关注,对上海市高新技术产业集群的发展具有战略意义。

Abstract:

The process of hi-tech industry cluster policies affecting the development of cluster is a dynamic complex system. By using system analysis method, the cluster policies system is divided into five subsystems. Based on the cause-and-effectSrelationSchart, the influence path of the key policy elements of each subsystem to cluster development are revealed, and system dynamics model is constructed. Then this paper takes the cluster policies system in Shanghai as example. The key policy elements of each subsystem affecting the economic output and scientific research output of cluster are respectively discussed by system simulation. Results show that eight policies have obvious effects to promote the cluster development, which are the policy of promoting risk investment, enhancing industry-university-researchScooperation, promoting regional financial institutions lending, perfecting the support of infrastructure, preferential tax, protecting intellectual property rights, attracting talents and promoting FDI. So the government should pay attention to these policies in the process of formulation and implementation, which would have strategic significance to the development of high-tech industry cluster in Shanghai.
