本文在分析欧盟“地平线2020(Horizon 2020)” 科技创新战略规划的制定思路、框架体系、及其过程管理模式的基础上,总结出“地平线2020”规划在思路、体系、模式上的特点,并提出对我国制定“十三五”科技规划的建议。

Based on the European Union"s Horizon 2020 Plan, this article analyzed its formulating ideas, frame system, and process management model, and summarized some main characteristics about it. In the end it also put forward some policy suggestions about how to make the thirteenth five-year plan in China.
