技术是油气技术服务企业赖以生存的重要保障。为应对愈发激烈的国内外市场竞争和更为复杂的油气开发环境,油气技术服务企业应适应市场经济需要,强化技术研发管理,提高科技竞争力。本文从油气勘探开发与技术服务的关系入手,探讨了我国油气勘探开发的现状与油气技术服务行业的特点,然后对国内外油气技术服务企业的研发管理从研发战略、组织与投入、成果与转化三方面进行了对比,梳理了我国油气技术服务企业研发管理存在的体制限制、模式传统、方向倾斜、内部市场依赖等问题。最后,文章以技术服务业务发展重新定位为基础,提出了组织结构优化、研发方向调整、配套体制完善、成果共享机制建立等建议,为我国综合性油气技术服务企业增强自身实力、参与国际竞争提供借鉴和参考。
