示范区科研经费管理试点政策初步研究

A Preliminary Study on the Research Funding Policys in the National Independent Innovation Demonstration Area

摘要:

自国家自主创新示范区建设以来，中央有关部门、示范区（试验区）所在省（市）、示范区（试验区）自身先后推出一系列促进示范区提高创新能力的新举措。本文重点评价了示范区（试验区）科研经费管理试点政策，着重分析了政策出台背景与突破点、政策执行与初步成效。最后根据调研和研究情况，指出目前科研经费政策存在的主要问题，并提出未来的调整方向。

Abstract:

Since constructed the National Independent Innovation Demonstration Zone, central departments, the provinces (municipalities) and demonstration area have launched a series policys to promote the innovation ability. This article focuses on the evaluation of research funding policy in the National Independent Innovation Demonstration Zone. It analyzes the background and breakthrough of the policies, and gives out the policy implementation and preliminary results. Finally, according to the field research, it points out the main problems existing and proposes policies to adjust the direction in the future.
