广东新型研发机构的建设模式研究及建议

Research and Proposal on the Construction Mode of New Scientific Institutions in Guangdong

近年来,在广东以深圳光启、华大基因等为代表,如雨后春笋般涌现了一批建设模式新、体制机制新的新型研发机构,作为我省产学研结合的高级形式,成为我省创新驱动发展的新力量、推动产业转型升级的新引擎、深化科技体制改革的新突破。根据建设投资主体不同,新型研发机构的建设模式可分为政府主导、高校主导、科研院所主导、企业主导、社会组织、团体或个人主导等形式。政府应根据他们的优势与劣势进行分类支持。

Abstract:

In recent years, as a rusult of the Mode of Industry-University-Research Institute Cooperation, some New Scientific Institutions have sprung up in Guangdong successively, such as kuang-chi institute of advanced technology and BGI-Shenzhen. They are becoming the new power of Innovation-driving-development, the new engin of Industrial Transition, and the new breakthrough of Scientific and Technical System Reform. According to main investors in infrastructure projects, the construction mode of them can be classified into five types: government-leading type, colleges and university-leading type, scientific research institution-leading type, company-leading type, social organization or Individual-leading type. The government should support them according to their advantages and disadvantages.
