农村信息化建设的最终受益者是谁,是改进农村信息化建设绩效不能回避的问题。我国在“自上而下”农村信息化建设中,常常忽视农民的主体地位,不注重农民的信息需求、信息意识和信息能力,正因为如此,农民难以从农村信息化建设中获得最大受益。要想改进农村信息化建设绩效,促使农民成为农村信息化的受益主体和建设主体,必须瞄准农民信息需求、改善农民信息条件和提高农民信息能力。

Abstract:

Who is the ultimate beneficiaries of rural informatization construction, is unavoidable problem to improve the construction of rural informatization performance. In our country, the rural informatization construction from top to bottom, often ignored the subject position of the farmers, do not pay attention to the farmers ’ information demand, consciousness and ability. Because of this, it is difficult for the farmers to obtain the maximum benefit in rural informatization construction. In order to improve the performance of rural informatization construction, make farmers become the main benefit and construction of rural informatization, must aim at the information demand of farmers, improve the conditions for farmers to obtain information and improve the ability of farmers to use information.
