基于Bayesian随机前沿模型,研究新疆科技要素投入对研发产出的作用,测算新疆15个地州技术创新效率;从科技要素投入的角度来探索新疆技术创新效率偏低的原因,进而提出提升新疆科技创新效率的相关建议。研究发现:科技资金投入对研发产出的贡献显著,而科技人员全时当量投入对研发产出的作用不显著;新疆各地州的技术创新效率逐年提高;新疆各地州的技术创新效率差异显著,南疆三地州技术创新效率非常低。

Based on Bayesian stochastic frontier model, the paper studies the effects of Xinjiang Technology factor inputs on R D outputs, calculates the level of R D efficiency for 15 prefectures in Xinjiang; explores the reason why Xinjiang has a low technology innovation from the technological point ,then puts forward recommendations about elevating technological innovation efficiency of Xinjiang prefectures. The research shows that the contributions of R D funding to R D outputs is significant, but Scientific and technical personnel inputs is not significant; The technological innovation efficiency of Xinjiang prefectures is gradually increasing; There is significant differences in 15 prefectures in Xinjiang, and technological innovation efficiency is very low in southern of Xinjiang .
