本文从科技创新券的基本概念入手，介绍国内外目前实施科技创新券的基本情况和主要效果。对各地实施创新券的共同诉求、不同侧重进行研究，并结合广东科研管理的改革实践，对下一步如何设计和实施好科技创新券政策给出若干针对性较强的对策建议。

Abstract:

This paper firstly introduces the basic concept of the Innovation Vouchers, and then analyses the main effect of the implementation of the domestic and international innovation vouchers. Doing research on the common aspirations and the different emphasis of all provinces, this paper gives some advices on how to design and carry out the police of Innovation Vouchers.
